The Financial Analyst supports the program by monitoring, analyzing and reporting costs. This includes support to monitoring cost of other programs as well as the ZUSE contract. The Financial Analyst will support the Program Manager and the program office in producing cost related contract deliverables including the Contract Status Report and by providing direct support to the Program Management Review.  


  • The Financial Analyst will supportfinancial assessments of non-SETA contracts by identify trends and support all program cost reporting requirements to include estimate at completion, estimate to complete, variance reports and associated cost metrics for assigned.

  • Support both ZUSE and non-SETA contract program management reviews by assessing data for accuracy and generating predictive financial assessments.

  • Performs statistical and graphical analysis on various aspects of resources management such as on the rate of execution of funding, fill-rates of authorized positions, workforce skills, size and cost, and success in obtaining appropriations for new program requests.

  • Advises management on the regulatory aspects of resources management to avoid violations such as anti-deficiency and misappropriation of resources.

  • Assist Government with strategic business planning.

  • Analyze financial data and transactions for appropriate use.


  • Six (6) to ten (10) years of DoD or commercial experience in purchasing or finance and a Bachelor’s Degree with a business focus is required.

  • Experience in the preparation of reports that reflect programs/project status in areas of cost, schedule and performance.

  • Experience in budget planning, budget preparation and budget execution for acquisition programs. FACTS experience is preferred.

  •  Bachelor's degree in Business, Science, Technology, Engineering, or mathematics - or equivalent work experience.

  • Active TS/SCI security clearance


  • Certified Defense Financial Manager (CDFM), or DAWIA Level III in Business/Financial Management.

  • Advanced degree or certifications in Business, Science, Technology, Engineering, or mathematics is desired.

  • Desiredexperience in DoD and IC, specifically the COMM Directorate of the NRO.

Familiar with:

  1. IT and Managed Service Provider Acquisition;
  2. Commercial hardware and software Acquisition and Licensing Processes;
  3. Supply Chain Management;
  4. Property Manuals and Processes;
  5. Service Level Agreements.
